Queensland Health is now enforcing a lot of restrictions on cosmetic injectors.

THink Aesthetics has put together a summary of the regulations that apply to Cosmetic Injectables practitioners, as it stands in January 2025, including:

  • Requirements for cosmetic injectors: Update December 2024 
  • Obtaining a Personal Appearance Service Licence
  • Infection Control certificate requirements

THink Aesthetics provides the infection control qualification that cosmetic injectors must have. Cosmetic Injectors are required to hold the Infection Control certification, HLTINF005 Maintain Infection Prevention for Skin Penetration Treatments (or one of the previous equivalent units). It is with this accredited training certificate, that injectors are able to apply for their Personal Appearance Service Licence (PAS Licence), to comply with regulatory requirements.


 

Summary of requirements from Queensland Health - Dec 2024

Queensland Health (QHealth) issued a summary of requirements for cosmetic injectors as of December 2024. These come from the Medicines and Poisons Act.

The summary included:

  • how injectable material, a Schedule 4 medicine, must be supplied, and
  • reiterated the requirement to hold a Personal Appearance Service Licence.

For many cosmetic injectables practitioners, this may mean first completing one of the accepted Infection Control courses (e.g. HLTINF005).

Now, the regulations are not new. The requirement for a Personal Appearance Service Licence in Queensland has existed for some time now, and it is the same for all practitioners providing higher risk skin penetration treatments for cosmetic purposes.

Obtaining a Personal Appearance Service Licence

As per Queensland Health, cosmetic Injectables is a 'higher risk personal appearance service':

"Thread lifts, cosmetic injectables, skin needling (with implantation) and platelet-rich plasma (PRP) therapy are examples of higher risk personal appearance services as they involve skin penetration with the injection/insertion/implantation of a substance into a person’s skin for cosmetic purposes."

The following link provides Queensland Health's 'Compliance resources', this will point you in the right direction for obtaining a Personal Appearance Service Licence (PAS licence) for your premises. This included fixed and mobile premises, and equipment.

Once again, for many cosmetic injectables practitioners, this may require completing an accepted Infection Control course (e.g. HLTINF005).

 

Infection control certificate requirements 

The Queensland Health December 2024 update for Cosmetic Injectables practitioners, references 'Public Health (Infection Control for Personal Appearance Services) Act 2003: What business needs to know about personal appearance services 2024'.

This document explains that every person performing higher risk personal appearance services must hold an accepted infection control qualification such as HLTINF005 Maintain infection prevention for skin penetration treatments (the previous versions HLTIN2A, HLTIN402B and HLTIN402C are also accepted).

It is with this accredited training certificate, that injectors are able to apply for their Personal Appearance Service Licence (PAS Licence), to comply with regulatory requirements.

Note: The infection control qualifications in a beauty therapy diploma, SHBBINF001 and now SHBBINF002 are not accepted. THink Aesthetics had that argument with QHealth nine years ago... and lost.
